State purchases injected considerable resources into the book market, which revived the competition between producers and distributors. The works chosen won official sanction. Among them are representatives of both national and universal thought. To have Ludwig, Van Loon, or Wells in the catalogue represented a source of important profits. Among the genres, history and social studies predominate over works of fiction, with many representatives of modernism. Catholic thought, reference works, and technical materials were also among works with an educational sense.

The Publications Section was directed by the journalist, critic, and historian Sergio Buarque de Holanda. Its work was divided into two main objectives. The first was to select and publish “rare or precious works, which are of great interest to national culture” (A. Meyer, in Ribeiro 1943: 46). In this way the State began to compete with the establishment of the Brasiliana series. The second objective was to organize a Brazilian bibliography, for that of the years 1938 and 1939: “there were many difficulties in obtaining the data for this work, the first of its kind in Brazil. We had the purpose of improving it as much as possible with the most modern methods used in works of that nature. Hence the reason for its publication at the end of 1941” (S. Buarque de Holanda, quoted in Ribeiro 1943: 53). The lack of a bibliography reduces the significance of any national library. It was a primary purpose of the INL. Many intellectuals demanded it. That is why the data were shared with private initiatives and published in advance in journals such as the Anuario Bra- sileiro de Literatura or the Bibliografia Nacional According to Hallewell (1985), such private alternatives improved the official data and for years communicated them with greater efficiency and systematization than the State agency.

Hallewell also felt that the public library and publication sections made little efforts compared to the tasks of the “Encyclopaedia and Dictionary Section”, which was directed by the northern poet Americo Faco. Among the reasons for official support to this institute was the order to materialize a desire of Vargas himself: to compose a work similar to “the magnificent Treccani encyclopaedia” that the government of Mussolini launched a few years before (Hallewell 1985: 314; Attica 1996: 94). Given the ideological tenor of the project, it was not unusual for the functions of this section to be subsequently transferred to DIP.
