Relying on the development of the China-Mongolia-Russia economic corridor to promote capacity cooperation with Northeast Asian countries
We will rely on the construction of the China-Mongolia-Russia economic corridor, and strengthen the connection to Russia’s Trans-Eurasian Railway, Eurasian
Economic Union and Mongolia’s Grassland Road initiative, so as to give full play to the advantages of production factors of various countries and carry forward cooperation in mineral resources, energy and related extended industries. We will strengthen interconnection between railways and highways, promote customs clearance and transport facilitation, promote cross-border transport cooperation and study the construction of three-pronged cross-border power grids.
Promote cooperation in energy, mining, processing and manufacturing
We will focus on areas rich in oil and gas such as the Russian Far East and the Arctic, and rely on leading petrochemical enterprises to promote oil and gas upstream exploration and development and downstream refining, processing and transportation cooperation through overseas investment and merger and acquisition. We will consolidate and expand overseas oil and gas supply bases. We will promote cooperation in building coal development bases, coal technology research and development bases and regional coal trading centers in Mongolia and Russia. We will publicize the construction and operation experiences and standards of China’s industrial parks, and build whole industrial production lines for the petrochemical, chemical fertilizer, pesticide, tire and coal chemical industries. We will promote the development and processing of copper, bauxite and nickel resources and the construction of an overseas mineral resources guarantee base. We will establish an industrial park integrating mining, smelting, processing, application and services around key resource production bases and important transportation hubs, expand material application, and build deep processing projects to drive the export of full sets of advantageous capacity as advanced equipment, technology, capital and management. We will promote the establishment of new overseas economic and trade cooperation zones with Mongolia and Russia, actively build processing and manufacturing parks with steel, building materials, chemical industry, telecommunications and engineering machinery and agricultural industrial parks with crop cultivation and animal husbandry at the core, and carry forward deep processing cooperation in animal products, seafood and other bulk food.
Steadily improve connectivity’
We will actively participate in the modernization of railways in Russia and Mongolia, as well as the infrastructure construction of airports, roads and bridges, logistics and warehouses. We will innovate the business model of railway industrial cooperation, and actively try and explore “railway + power”, “railway + industrial park development” and “integrated operation of (rail) road, port (harbor) and mine (land),” so as to revitalize project cash flow by various business models such as transferring resources for projects and improve the economy and incentive of enterprise cooperation. We will rely on the advantages of China’s power enterprises in technology, equipment, management and talents, strengthen the planning and cooperation of connectivity with the Mongolia-Russia power grid, and consolidate the economic corridor between China, Mongolia and Russia to make it a pillar for the international development of the power industry. We will promote the construction of land cables between China and Russia, enhance network accessibility, and increase new business cooperation based on technologies such as mobile Internet, cloud computing, big data and the Internet of Things.
Further implementing capacity cooperation with African countries to build the three networks and promote industrialization
In line with the demand for Africa’s industrialization, agricultural modernization and infrastructure construction, based on the Agenda of 2063 and its first ten-year plan, as well as Africa’s natural and human resource conditions, we will comprehensively implement the ten major plans for China-Africa cooperation, six major projects of China-Africa cooperation and China-Africa cooperation on highway, railway and regional aviation networks and industrialization.
Deepen cooperation in energy and mineral resources
We will focus on the deep-sea area of East Africa, the northern part of the Gulf of Guinea and the West African transition zone and other potential oil and gas rich regions, and carry forward the cooperation in upstream exploration and development and refining, storage and transportation of downstream. We will promote the construction of resources development and processing bases for West African iron orc, Zambia and Congo (gold) copper mines, Guinean bauxite mines, Namibia uranium mines, South Africa chrome orc and manganese orc and improve the on-site processing conversion rate. We will improve the energy pattern of transferring project to resources, and explore the equity mix development model of “the mine, circuit and port”.
Prioritize connectivity at key junctures of land transportation
We will promote infrastructure cooperation in light of the distribution of resource and energy production bases and industrial clusters, connect key junctures in Africa and the main artery of economic development, and promote cooperation between the upstream and downstream of the infrastructure industry chain. We will actively participate in the construction and operation cooperation on railway networks with four vertical and six horizontal lines in Africa, and push African countries to adopt full sets of Chinese railway equipment and standards. We plan to participate in the construction of the three vertical and six horizontal highways of the Pan-African highway network.
Enhance the radiation effect of airports
Wc will participate in the construction of an African aviation hub and capacity building, strengthen cooperation in market access, civil aircraft marketing, airline operation and service support, develop regional aviation joint venture cooperation and expand the export of domestic civil aircrafts. We will take the southeast African coastal countries as the focal point, participate in strategic port construction and operation in Africa, promote African external offshore key transportation construction, and radiate major investment, economic and trade cooperation projects.
Promote the joint construction of power and telecommunication networks
Wc will participate in the construction of hydropower, thermal power, solar, nuclear, wind and biological energy projects in Africa, actively take part in power grid construction projects for trans-rcgional power transmission and distribution, and help Chinese power equipment, technology, standards and management to go global. Wc will participate in investment and construction of communication pillar networks and submarine optical cables, strengthen cooperation with African local operators, carry out management and operation cooperation, and promote connectivity among African countries.
Optimize the distribution of agricultural cooperation projects
Wc will encourage Chinese agricultural machinery enterprises to expand trade in Africa, strengthen agricultural industrialization and mechanization, and enhance the ability to grow, produce and process grain crops. Wc will strengthen cooperation in natural rubber, oil palm, alfalfa and related industries, and develop the international and domestic markets of advantageous cash crops in an orderly manner. Wc will take the agricultural product storage and logistics as the breaking point, expand to planting, breeding, processing and international trade and construct the modernized agriculture whole industry chain.
Promote the establishment of special economic zones
We will build or upgrade a number of industrial parks, logistics parks, special economic zones, free trade zones and other industrial clusters around key resource production bases and important transportation hubs, promote the operating experience and standards of China’s development zones, promote the transfer of steel, non-ferrous metals and building materials, light industry, textiles and other surplus capacity of resource- and labor-intensive industries to Africa, and create a number of model carriers to help African countries to enhance their own development.
