Best Practices for Improving Air Quality

  • • Provide in the port an alternate power source for ships, which would allow them to hook in and then not utilize auxiliary engines to generate electricity and produce air pollutants.
  • • Clean up all harbor craft including the tugboats used to bring in the ships to the ports. Retrofit all existing engines and use only low polluting engines if new ones are required.
  • • Limit the idling time of oceangoing vessels and tugboats.
  • • Require that ships coming into port must use the cleanest grade of diesel fuel available.
  • • Require emission control devices on cruise ships and other ships.
  • • Require that all equipment being used to move cargo be no older than 10 years of age and then replace it.
  • • Require that all ships have air pollution control devices that are functioning and test the exhaust from the ship to determine that it does not exceed appropriate air pollution control limits.
  • • Ensure that all ships meet engine and fuel standards as developed by the US EPA. (See endnote 34.)
  • • For shipboard incineration, the flue gas outlet temperature should exceed 850°C.
  • • Incineration residues should be treated as hazardous waste and not allowed to become airborne.
  • • Firefighting or refrigeration systems must not contain chlorofluorocarbons.
  • • All painting and stripping of the ship during maintenance should be done by professional individuals who utilize compounds that will not cause air pollution problems. Do not use methylene chloride as a paint stripping agent.
