Liquid Waste (Sewage, Black Water) Disposal

Sewage or blackwater is the human body waste from toilets and urinals and is treated before being released to the surrounding waters. Marine sanitation devices that receive, retain, treat, or discharge sewage should be installed on board the ship. They might also include holding tanks which will be emptied onshore at the port. In certain specified areas there should be no discharge from the ship either of sewage or graywater which has been treated.

  • • Establish standards for Best Practices for operation and maintenance to decrease or eliminate contaminants and reduce the volume of treated sewage effluent being released to the surrounding waters.
  • • Require that the effluent meets the national federal water quality criteria and state criteria at point of discharge and at the edge of the mixing zone.
  • • Require that the effluent contaminants are no greater than those coming from secondary treatment plants on land.
  • • Use the best available technology economically achievable to treat the sewage for disposal.
  • • Utilize technologies that will eliminate any pollutants of concern beyond those of a biological nature.
  • • Require periodic sampling and testing by knowledgeable individuals on board and maintain proper logs.
  • • Restrict discharge of treated sewage effluent to 12 nautical miles from the shore or any sensitive area which has been identified. Do not permit discharge of untreated sewage.
  • • Substantially increase penalties for failures to meet established standards of performance and treatment and disposal of sewage. Prohibit all non-complying vessels and their sister ships from using US ports.
