Best Practices in Use of Combined Sewers

• The best approach would be to provide separate storm sewers and sanitary sewers for all new developments and where possible for older units. Unfortunately, for older units the cost may be prohibitive.

  • • Develop a written inspection and maintenance program for the combined sewers to ensure that they are functioning as well as possible because they are being cleaned and repaired on a regular basis. No dry weather discharges of overflow from the system should be allowed.
  • • Determine the amount of system storage capacity for the combined flow and utilize it when the flow increases because of wet weather.
  • • Industrial pretreatment of all waste must occur and be verified before the industrial flow is allowed to enter the combined sewer system.
  • • During times of high water flow due to weather conditions, the industrial flow should be stored at the industry until there is a reduced amount of combined flow within the collection system.
  • • Reduce the non-point source water flow from land into combined sewers by utilizing special techniques which are discussed in Chapter 14, “Water Quality and Water Pollution.”
  • • Maximize the combined flow to the publicly owned treatment works and store any excess there until it can be processed.
  • • Develop and enforce laws about street sweeping and litter control to prevent these materials from entering the storm sewers through culverts.
  • • Educate the public not to throw any items into catch basins and not to dispose of any personal items into toilets, but rather put them in with the solid waste.
  • • Evaluate all catch basins to determine if mosquitoes are breeding there and if necessary have the health department treat them.
